In 1996, a group of volunteers organized to become the Friends of Cascade Park Community Library, an all-volunteer 501(c)(3) charitable organization under the umbrella of the Fort Vancouver Regional Library Foundation.

Currently, the FoCPL meets on the 3rd Thursday of each month (except December) at 6 p.m. Meetings are held in the Family Conference Room and are open to the public.
A Board of Directors serves from October 1 to September 30. The terms of office for the five Executive Officers are staggered and for two-year terms. Board Members are appointed annually by the Officers.
